The franchisor is required to provide prospective buyers with a Franchise Disclosure Document (FDD) formerly referred to as a UFOC Uniform Franchise Offering Circular. Most likely it’s posted on their website, if not contact the franchisor to request a copy. In it, you will find exactly what your start up costs should be, including the franchisee fee, costs for equipment, licensing, POS and accounting software etc. In most cases, you the franchisee pay for equipment on top of your purchase price and franchise fee. However, some may bundle the cost into your initial purchase price.
I recommend you do some research on the International Franchise Association website https://www.franchise.org/, talk to existing franchisees and perhaps consider working with a franchise broker before purchasing a franchise.
