Could a employee ask floating holidays as consecutive days like July 8″~10?

Yes, an employee can certainly ask. And it’s not uncommon for a business to approve such a request if it makes business sense. Let’s say they ask a worker to work the 4th of July weekend to manage the increased customer volume (such as in retail or a restaurant). They might then be willing to pay that same worker to take a floating holiday instead.
Ultimately, it’s up to the employer.
