Your best bet would be to work with a private label cosmetics manufacturer that allows custom formulations. This is not a cheap way to break into private labeling since you have to commit to batch purchases for your special blends, but it’s easier than producing it yourself and dealing with manufacturing and personal products licensing and legalities.
