I am buying a lot with a Tax deed. The owners are an attorney firm.
I placed an offer and they responded with $100 less and a closing date of 1/2020. Why would they do that

It’s hard to say exactly why they would do that as there could be a variety of reasons and I’d be guessing without more information. The 2020 date could be the redemption period?
