My bosses’s company is working with adults with developmental disabilities.
He is adding so many clients that projects and follow through is not happening in a responsible time frame. The applicant must be familiar with everything from the disability, state laws, to common sense, to respect, to most facets of life that makes an upbeat life for the client. I have thought of the term utility but there is so much more.

To manage multiple clients and projects it’s helpful to have a project management tool. I’m really liking Trello right now, since it allows everyone to see the status of projects, but you could also set it up to track status of clients.
For staffing, you may want to work with a payroll softlike, like Gusto, that not only can pay your staff (saving you administrative time), but they have an electronic onboarding system where you can upload your employee handbook, links to laws, links to procedure documents, etc.
