The design process is just a matter of adding your text and photos — there’s no touching any programming. You can also look into Weebly which is slightly more expensive, but even easier to use.
If you do hire a professional, I would recommend deciding which platform you want to use first (e.g. WordPress vs Weebly vs another option) and then finding somebody on Upwork who can set everything up. This way, you’ll be able to edit the website easily enough after it’s launched.
