Due to all the laws at play, she can request, but certainly not enforce such a policy in all cases. For example, some states mandate that sick leave be offered. Depending on the size of employer, FMLA leave can’t be prohibited.
However, it’s not unusual for a seasonal business or a business on a major deadline to request employees not take time off for some period. I’ve been on projects with year-end deadlines, where employees were asked not to schedule time off, and instead, were allowed to rollover unused vacation to the next year instead (so they didn’t lose it).
Is she suggesting no paid leave, or no leave at all? What if a person gets in a car accident or has an emergency with a child?
You may want to ask for more clarification around the policy. In the meantime, here are the federal laws at play. State laws, like sick leave may also apply in your case.
