Google Ads Conversion Tracking: What Small Businesses Should Check After Google's Latest Update

On October 13, Google announced a new Data Strength Uplift metric and plans to expand first-party data integrations, placing renewed attention on how advertisers measure conversions.

The announcement focuses on Demand Gen, but businesses using Smart Bidding and Performance Max face similar challenges. Campaigns can report strong conversion numbers while counting duplicate purchases or inquiries that never become customers. Before increasing ad budgets, businesses should check what their campaigns actually measure.

Check your conversion-tracking setup

Start with Google Ads, Google Tag Manager (GTM), Google Analytics 4 (GA4), and your sales or customer relationship management (CRM) records. If you're unfamiliar with the platform, our guide to setting up Google Ads covers the basics.

If an agency manages your account, ask it to verify that conversion tags fire only after completed purchases or successful inquiries, and that qualified leads can be traced to their advertising source.

Set up the right conversion goals

In Google Ads, open Goals → Conversions → Summary and review the actions being measured. Check whether a native Google Ads tag and an imported GA4 event record the same purchase or lead.

Primary conversion actions generally guide bidding when their goals are selected, while secondary actions are typically used for observation. Custom goals are an exception and can include either type.

For businesses running paid search campaigns, a practical setup might look like this:

Conversion actionSuggested setting
Completed purchasePrimary
Duplicate GA4 purchase importSecondary
Qualified CRM leadPrimary, once validated
Initial form submissionSecondary once qualified-lead tracking is reliable

These are examples, not universal rules. Businesses without reliable CRM data may initially optimize for validated form submissions.

For purchases, record the actual order value, currency, and unique transaction ID. Lead conversions should trigger after successful submission, rather than when someone merely clicks a button.

Check for tracking errors

A conversion tag can be installed without functioning correctly. Use Google Tag Assistant to check whether events fire as intended and whether conversions are missing or duplicated.

If conversions disappear after a website redesign, inspect GTM triggers and recent changes. Confirm that auto-tagging is enabled and redirects preserve ad-click information.

GA4 and Google Ads may show different totals because of attribution and reporting differences. Compare both against actual orders or CRM records before treating a discrepancy as a tracking failure.

Troubleshoot Performance Max

When Performance Max reports unusually few conversions, check these settings before changing bids or budgets:

  1. Tracking: Does the conversion action exist, and does its tag work?
  2. Goals: Is the campaign optimizing toward the intended outcome?
  3. Priority: Is the action primary or included through a custom goal?
  4. Attribution: Are auto-tagging, redirects, and conversion settings working?
  5. Results: Do reported conversions align with actual sales or qualified leads after accounting for reporting delays?

Performance Max's search-term reports can reveal queries associated with campaign activity. Compare these findings with revenue and customer acquisition costs when assessing performance.

Use enhanced conversions and qualified leads

Enhanced conversions improve measurement by hashing first-party customer information, such as email addresses, before sending it to Google for matching. The feature supplements existing conversion tags rather than replacing them.

Google began accepting customer data through multiple integration methods in April 2026 and unified enhanced-conversions settings in June. Businesses must still meet applicable privacy and consent requirements.

For service businesses, the initial inquiry may be less valuable than the eventual sale. A company might prioritize booked consultations or other qualified sales leads over every website inquiry.

Enhanced conversions for leads can connect inquiries with later CRM outcomes. Google also began moving offline conversion uploads toward its Data Manager API on June 15, 2026, although exceptions exist for certain legacy integrations.

Monitor conversions against actual sales

Fix now: Review duplicate actions, conversion goals, purchase values, and tracking triggers. Verify this week: Test tags and confirm campaign settings before adjusting bids.

Monitor monthly: Compare conversions with actual sales, qualified leads, acquisition costs, and revenue. After major goal changes, allow Smart Bidding time to adjust before evaluating results.

A campaign generating fewer but better-qualified leads may deserve more investment than one producing impressive conversion counts with little revenue to show for them. Accurate tracking gives businesses the evidence to make that call.
