Free HR software can help small businesses centralize employee records, track time off, schedule shifts, onboard new hires, and manage other routine people tasks without adding another monthly bill. However, free plans often come with limits, such as employee caps, location restrictions, paid-only payroll tools, or fewer customization options.

To find the best options, we reviewed 14 free HR software providers and narrowed the list to five platforms that offer the strongest mix of free features, usability, and small business value.

Why you can trust Fit Small Business

The Fit Small Business editorial process follows strict standards to ensure that our best answers are founded on the basis of accuracy, clarity, authority, objectivity, and accessibility.

With over five years of experience evaluating HR and payroll systems, I am deeply familiar with the employee management needs of business owners and the HR solutions and services available on the market. I also have 10 years of expertise in handling HR processes and using HR software.

To evaluate the best free HR management platform for small business owners, I compared 14 software providers across 21 data points, prioritizing functionality, ease of use, and value for money.

See my full methodology below.

Methodology: How I evaluated the top free HR software

I started with 14 providers that offer either free-to-use HR systems or have free forever plans. Software with free trials did not qualify. To narrow down the options to my top five picks, I scored each software using a 21-data point rubric.

My scoring criteria included ease of use and the depth of features — whether it offers basic tools like time tracking, onboarding, and an employee database or advanced HR functionalities, such as performance reviews and learning management. I also considered user reviews from popular third-party sites (like G2 and Capterra).

Homebase: Best free HR software for single-location hourly teams

Homebase pricing

  • Basic: $0 for one location and up to 10 employees
    • Basic scheduling, time tracking, team messaging, and integration with point-of-sale (POS) systems are included
  • Essentials: $30 per location monthly
    • Supports unlimited employees and adds more advanced scheduling and time-tracking controls
  • Plus: $70 per location monthly
    • Adds the AI Scheduling Assistant, PTO and time-off controls, departments, and user permissions
  • All-in-One: $120 per location monthly
    • Adds onboarding, labor-cost management, HR and compliance tools, and access to certified HR advisers

Add-ons

  • Payroll: $39 base fee monthly plus $6 per employee, per month
  • Tip manager: $25 per location monthly
  • Task manager: $13 per location monthly
  • Background checks: $30 per background check

Key features

  • Scheduling and time tracking: Homebase has all the tools you need to manage and monitor staff attendance, such as shift swaps and geolocation and geofencing tracking for field employees. It has photo capture tools that allow you to verify whether the correct employee is clocking in, which helps prevent buddy punching. However, geofencing, photo capture, and advanced shift-swap controls require a paid plan.
  • Flexible pay benefit: The provider’s “Cash Out” option allows your workers to access on-demand pay or earned wages before paydays. Available via the Homebase app, employees can securely connect their payroll bank accounts and apply for next-day or instant cash-outs (note that fees apply for instant payouts). None of the other free HR management systems in this guide have this feature.
  • Team communication: Announcements, reminders, and direct messages keep schedule changes inside the employee app instead of scattered across personal texts.
  • Employee feedback and performance matrix tracking: Homebase doesn’t run employee performance reviews like OrangeHRM, but it monitors attendance-related performance data, such as the employees’ schedule adherence, shift trades, and on-time rates. Homebase also allows your workers to provide real-time feedback on how their work shifts went, enabling you to spot operational issues (like malfunctioning equipment) and gather insights to help assess employee morale.

What users think of Homebase

Homebase reviews on third-party review sites like G2 and Capterra are mostly positive. Users highlighted its ease of use and efficient scheduling, time tracking, and employee messaging tools. That said, some users report occasional app glitches, including being logged out unexpectedly. Others note that they’d like more robust reporting features and greater flexibility for customizing PTO policies.

HR.my: Best free multilingual HRIS

HR.my pricing

HR.my doesn’t charge monthly or annual fees for any of its features, but you can sign up for its crowdfunding program if you want to support the provider. For $5 per sponsorship per month, you get one extra HR role per unit of sponsorship, an additional 7000 MB file storage, early access to upcoming features, and an ad-free platform.

Key features

  • Unlimited employee records: Unlike the capped free plans on this list, HR.my has no employee limit for profiles, salary histories, credentials, documents, and other workforce records, making it a practical option for budget-constrained growing teams that need simple HRIS and payroll tools.
  • Leave and attendance management: Employees can submit leave requests and clock in through the web, while managers retain approval and attendance records in the same system instead of reconciling spreadsheets.
  • Expense and incident workflows: Built-in approval histories give small HR teams a documented trail for reimbursement transactions and workplace incidents without requiring a separate expense or case-management tool.
  • Access and data controls: Role-based permissions and optional two-factor authentication help restrict sensitive employee information, while data exports give businesses a practical backup and migration path.

What users think of HR.my

Most of the HR.my reviews on popular review sites are from 2025 and older. In those reviews, many users like the breadth of free core HR tools that it offers, such as time tracking and payroll calculations. However, others described its interface as dated and complained about the lack of direct customer support.

TalentHR: Best free HR software for onboarding and applicant tracking

TalentHR pricing

  • Free: $0 for up to 10 active users
    • Includes core HR, onboarding and offboarding, PTO, benefits records, reports, two active job openings, up to 10 workflows, and integrations with TalentLMS, Google and Outlook calendars, Google Workspace, and WordPress
  • Essential: $2.40 per employee monthly but requires at least 15 users
    • Adds asset management, custom fields, API, and a Zapier integration
  • Premium: $4.80 per employee monthly but requires at least 15 users
    • Adds performance reviews, e-signatures, time tracking, surveys, goals, candidate evaluations, and document and CV summaries.

TalentHR also offers a 14-day free trial for its Premium plan. You can also start with the Premium plan trial and then sign up for the Free plan once the trial ends. TalentHR lets you move to a higher or lower plan, provided the upgrades or downgrades are in increments of five users.

Key features

  • Onboarding and applicant tracking: TalentHR connects active job openings (two with the free plan) with reusable onboarding and offboarding task lists, helping small teams move a candidate into employee records without rebuilding the process in another tool.
  • Core employee database: Profiles, documents, benefits information, and organizational records create a central personnel file, although the free plan has a 10-active-user limit.
  • Reports and benefits records: Built-in workforce reports and benefits details give HR system administrators basic visibility without requiring a paid plan or manual data consolidation.
  • Workflow automation: Free accounts can create up to 10 workflows for recurring handoffs such as onboarding tasks and document requests, but test each process carefully while the feature remains in beta (as of this writing).

What users think of TalentHR

Users frequently describe TalentHR as intuitive and quick to configure, particularly its employee records and onboarding tools. However, some users wished for more customization options and administrator roles.

Connecteam: Best free HR software for employee tasking & training

Connecteam pricing

  • Small Business: $0 or free for up to 10 users
    • Includes access to all Connecteam hubs and features, subject to usage limits, provided the user count doesn’t exceed 10
  • Basic: $35 monthly for the first 30 users + $0.6 for each additional user monthly
  • Advanced: $59 monthly for the first 30 users + $1.8 for each additional user monthly
  • Expert: $119 monthly for the first 30 users + $3.6 for each additional user monthly
  • Enterprise: Custom-priced

Key features

  • Task management: Connecteam offers more than just an employee tasking solution; it comes with automation tools so you can easily set up recurring tasks, checklists, and even online forms. This is helpful for managing onboarding and training requirements, as well as staying on top of operational processes, such as morning shift preparations and inventory checklists. The other free software for employee management we reviewed doesn’t have robust task management tools.
  • Scheduling and time tracking: Similar to Homebase, it has drag-and-drop functionality for moving work shifts from one employee to another. Tracking time is also made easy with its time clock app that supports PIN code time entries. For your field workers, Connecteam’s mobile app comes with GPS tracking and geofencing that can be set to specific work locations, job types, projects, and clients.
  • Learning while on the go: Aside from allowing you to create online courses, surveys, and quizzes, Connecteam lets your workers access training programs through their mobile devices. If you have new hires, you can add the required courses to their onboarding checklists. It even has a “Library” tool, which is a fully searchable database of your company policies, business forms, and staff handbook.

What users think of Connecteam

Users who left Connecteam reviews on G2 and Capterra find its platform highly intuitive. They also said that it is easy to set up and comes with online tools that are great for scheduling work shifts and communicating with employees. However, some users commented that its software can be glitchy at times, with bugs that can cause duplicate shift entries, missing clock-ins, or system lags. A few others wished for more features, like customization options and an integrated document signing tool.

OrangeHRM: Best free HR software for performance reviews

OrangeHRM pricing

  • Starter: $0 (free) as a cloud-hosted service or open-source download, with no employee cap
    • Includes custom user roles, employee profiles, applicant tracking, basic job postings, time and PTO tracking, and 180-degree performance reviews
  • Advanced: Custom per-employee-per-month pricing with cloud or on-premise deployment
    • Adds asset tracking, audit trails, document management, onboarding, learning management, career development tools, payroll integrations, and 360-degree performance reviews

Key features

  • Feature-rich free HR software: OrangeHRM provides nearly everything that you need to manage basic day-to-day HR processes (except payroll, although it integrates with pay processing solutions like PayPro and Definitiv). You can create custom roles for users (such as system administrators) and streamline tasks with its workflow automation tools. Plus, you can select its cloud-hosted version or choose to install its software on-site—provided you have an in-house IT team to manage it.
  • Hiring: Create, manage, and distribute job listings to multiple job boards with OrangeHRM’s recruiting tools. You can even design custom applicant forms and create ready-to-use templates. What sets OrangeHRM apart from the other providers in this guide is its “Interview Assistant” feature that helps you identify which questions to add from the list of online pooled questions.
  • Performance reviews: While OrangeHRM’s free plan only comes with 180-degree performance reviews, this is sufficient enough for small businesses to conduct employee evaluations. One drawback is that you need its paid plan if you want to add custom review questions, track goals, conduct 360-degree evaluations, and electronically sign off on performance reviews.

What users think of OrangeHRM

Many users who left positive OrangeHRM reviews on G2 and Capterra appreciate its wide range of HR solutions that make time tracking, learning management, and performance reviews easy for them. Others also like its ease of use and well-organized interface. However, some users say the interface feels dated, and others report occasional glitches, including software lag and login or password issues.

When to consider paid HR software

A free plan is usually enough when one person handles HR, the workforce is small, and the business can live with basic workflows. I would prioritize a paid HR system once a free tool creates manual work, blocks an essential integration, or leaves a compliance-sensitive process outside the system. Depending on the providers’ free plan limits, common upgrade triggers include:

  • You exceed the employee, user, or location cap.
  • You need payroll tax filing, direct deposit, benefits administration, or multi-state compliance support.
  • You need automated onboarding, e-signatures, approval workflows, or more detailed permissions.
  • You need reliable integrations with payroll, accounting, recruiting, or identity-management systems.
  • Your team needs live implementation help or a formal service-level commitment.

Don’t choose a free platform solely because it has the longest feature list. The best free HR software for a small business is the one that handles its highest-volume tasks now and has an affordable next step. If support for payroll compliance is the main concern, compare our top payroll services for small businesses instead of relying on free HR tools that only generate calculations or payslips.

Frequently asked questions about free HR software

What is the best free HR software for small businesses?

The best free HR software depends on the work you need to manage. In my list, Homebase is best for employee scheduling and time tracking, HR.my for a multilingual HRIS, TalentHR for onboarding and applicant tracking, Connecteam for mobile task management and training, and OrangeHRM for open-source HR and performance reviews.

Is there completely free HR software?

Yes, there are. For example, HR.my is completely free, while software like Homebase, TalentHR, Connecteam, and OrangeHRM offer free plans with core HR tools. Free plans usually come with restrictions, such as employee caps, limited support, missing payroll services, or paid feature upgrades. Review those limits against your expected headcount and HR workload before signing up for the plan.

What features are included in free HR management software?

Free HR management software commonly includes employee records, document storage, time-off tracking, onboarding tools, scheduling, or attendance management. The exact mix varies significantly. For example, Homebase focuses on hourly workforce scheduling, while TalentHR combines employee records with basic onboarding and applicant tracking.

What should I check before choosing free human resources software?

Check the employee limit, workflows, customer support, security controls, data-export options, and upgrade pricing. I’d also run one complete process, such as onboarding a test employee or approving a leave request, to evaluate usability and confirm that the automation works as expected. A free plan loses its value quickly if routine work still requires spreadsheets or duplicate data entry.
